Position Title: Multilingual Learner Teacher Specialist, (Teacher on Special Assignment) High School
Classification: Certificated Position; FSLA Exempt
Union representation available by the Wahluke Education Association
Reports to: Director of Migrant & Multilingual Services/Building Principals
Salary: Wahluke Certificated Salary Schedule with additional Professional Learning Activity stipend of 5.5% of base salary, and 5 days of professional development and 3 days of additional staff to student learning engagement days. Professional Developement Funds; Longevity Stipends beginning in fifth year of teaching.

Job Summary
The Secondary Multilingual Learner (ML) Specialist is a Teacher on Special Assignment (TOSA) role dedicated to supporting Multilingual Learners (ML) at the secondary level. This position enhances instructional practices through coaching, collaboration, and professional development focused on English Language Development (ELD). The Specialist promotes the implementation of research-based strategies such as Constructing Meaning, GLAD, AVID, and translanguaging pedagogy, while ensuring effective integration of the WIDA standards.
In addition to supporting classroom instruction, the Specialist helps align ML programming across grade levels, coordinates assessments, supports newcomer students, manages resources, and provides leadership in engaging families and supporting bilingual paraeducators.
Qualifications
- Valid Washington State Teaching Certificate
- ELL or Bilingual Endorsement required
- Master’s degree in education or related field preferred
- Minimum of 5 years of experience working with Multilingual Learners
- Demonstrated experience in adult professional learning and instructional leadership
- Strong understanding and implementation of ELD and bilingual instructional strategies
- Experience with language assessments such as WIDA, STAMP, and oral language samples
- Excellent communication, organizational, and collaboration skills
- Technological proficiency with instructional tools and student data platforms (e.g., Google Classroom, WIDA AMS, Ellevation)
- Commitment to equity, inclusion, and culturally responsive practices
Essential Duties and Responsibilities
Instructional Support & Collaboration
- Collaborate with teachers and administrators to design and implement strategies that support ML students in both content mastery and language development.
- Provide job-embedded coaching and professional development on strategies including Constructing Meaning, GLAD, WIDA integration, and translanguaging.
- Assist in developing and monitoring individual ELD plans across subject areas to ensure quality instruction and support.
- Promote the use of blended and sheltered instructional models through digital tools and platforms.
- Serve as a liaison between ML instructional strategies and core content delivery.
Professional Development
- Design and facilitate professional learning for staff focused on ML strategies, language development, and data-driven instruction.
- Guide educators in interpreting and using WIDA scores and language data to shape instruction.
- Lead training on incorporating language functions and forms into content instruction.
- Participate in bi-weekly system-wide ML specialist meetings to ensure consistency across buildings.
Assessment & Data
- Coordinate and administer WIDA Screeners and ACCESS for ELLs testing.
- Support implementation of formative language assessments (e.g., STAMP, oral and written language samples).
- Analyze ML student language development data and support teams in using it to inform instruction and program decisions.
Newcomer & Family Support
- Ensure newcomer ML students receive proper orientation, support services, and transition planning.
- Maintain regular communication with families and gather input to inform ML program design.
- Collaborate with school teams to help families understand and support their children’s language development.
Program Coordination & Resource Management
- Develop and maintain instructional and assessment resources for building staff.
- Manage the inventory of language learning materials and ensure staff have access to quality resources.
- Coordinate schedules and support structures for bilingual paraeducators.
- Facilitate planning time between bilingual paras and the teachers they assist.
Other Responsibilities
- Attend and contribute to grade-level, content area, and staff meetings.
- Stay current on instructional practices in ML/ELD education and apply them in your role.
- Serve on school or district committees as assigned.
- Adhere to district policies, procedures, and state education regulations.
- Ensure the safety and well-being of students, staff, and materials.
- Model professional, ethical behavior and support the overall goals of the school and district.
- Able to work in a calm, efficient, safe manner.
- Ability to lift up to 20 lbs regularly or 50 lbs occasionally with assistance.
- Able and expected to attend work as scheduled.
- Ability to solve practical problems, apply appropriate judgment, and deal with a variety of situations where only limited standardization exists.
- Ability to maintain the confidentiality of student and district records required
- Ability and willingness to attend and supervisor student field trips.
- Monitors student activities in the overall school environment for the purpose of providing a safe and optimal learning environment.
- Take all necessary and reasonable precautions to protect students, equipment, materials, and facilities.
- Willingness and ability to attend trainings, including travel. Maybe outside the school year calendar, may include overnight.
