Position: Homeless Liaison/Migrant & Multilingual Services Support
Reports to: Director of Migrant & Multilingual Services
Classification: Classified, Non-Union position, FLSA non-exempt
Assignment: Year-round position; full-time (8 hours per day). Work hours must be flexible, including evenings and occasional weekends, to meet student and family needs.
Summary
The Homeless Liaison / Migrant & Multilingual Services Support position ensures that children and youth experiencing homelessness, including migratory and multilingual students, are identified, enrolled, and supported in accordance with the McKinney-Vento Homeless Assistance Act and other applicable federal, state, and grant requirements. This position works independently and proactively within the parameters of grant funding to assess needs, remove barriers, and connect students and families to educational, social, and community-based resources. Provide assistance within the Migrant & Multilingual Department. Serve as Foster Care Program liaison.
The successful candidate is a self-starter who requires minimal direction, demonstrates strong initiative, and exercises professional judgment to design, coordinate, and carry out services that directly respond to student and family needs. Relationship-building across schools, agencies, and the broader community is essential to the success of this role.
Essential Functions and Responsibilities
McKinney-Vento Homeless Liaison Responsibilities
- Identify children and youth experiencing homelessness, including unaccompanied youth, and ensure immediate enrollment and full access to educational opportunities.
- Ensure students experiencing homelessness receive services for which they are eligible, including transportation to the school of origin, free school meals, preschool programs, and referrals to health, mental health, housing, and social services.
- Inform parents, guardians, and unaccompanied youth of their educational rights under the McKinney-Vento Act in a language and manner they can understand.
- Assist families and youth with obtaining immunizations, medical records, school records, and other required documentation.
- Coordinate and facilitate dispute resolution processes in accordance with state and federal requirements.
- Review district policies and practices to identify and address barriers impacting students experiencing homelessness.
- Post and disseminate information regarding the educational rights of students experiencing homelessness throughout schools and the community.
Community & Interagency Collaboration
- Build and maintain strong relationships with community-based organizations, tribal entities, state and county agencies, shelters, health providers, and private service organizations.
- Actively seek out and coordinate resources to meet student and family needs across Wahluke and surrounding communities.
- Participate in community task forces, advisory groups, and interagency meetings to advocate for students and families.
- Provide outreach and presentations to schools and community partners regarding homelessness.
- Serve as Foster Care Program Liaison.
Migrant & Multilingual Services Support
- Provide programmatic and data support to Migrant Education and related grant-funded programs.
- Support preschool and family engagement efforts connected to migrant and multilingual services.
- Assist with data collection, reporting, compliance, and documentation required for state, federal, and grant-funded programs.
Data, Reporting, and Grant Support
- Collect, maintain, and analyze data related to students experiencing homelessness and migrant/multilingual services using district, state, and web-based systems.
- Prepare and submit required reports accurately and on time.
- Maintain confidential student records in compliance with district, state, and federal requirements.
- Assist with requisitions, purchasing, record-keeping, and documentation in alignment with grant and district procedures.
Training and Capacity Building
- Provide professional development and technical assistance to school staff to increase awareness of homelessness, legal responsibilities, trauma-informed practices, and strategies to remove barriers to student success.
Professional Expectations
- Work independently to prioritize tasks, manage multiple projects, and respond flexibly to emerging student and family needs.
- Demonstrate empathy, cultural responsiveness, and professionalism when working with students, families, and community partners.
- Maintain strict confidentiality and ethical standards.
- Perform other related duties as assigned.
Required Qualifications
- High school diploma or equivalent.
- Bilingual Spanish required (oral and written).
- Demonstrated ability to work independently as a self-directed professional.
- Strong organizational, communication, and problem-solving skills.
- Ability to work flexible hours/schedule, including evenings and occasional weekends. Expected to attend work as scheduled.
- Expected to model appropriate professional behavior.
Preferred Qualifications
- Experience working in schools, social services, counseling, or community-based programs.
- Knowledge of the McKinney-Vento Homeless Assistance Act and challenges faced by families and youth experiencing homelessness.
- Knowledge of community, state, and county resources available to children and families.
- Experience supporting migrant, multilingual, or culturally and linguistically diverse populations.
- Experience with data systems, reporting, and grant-funded programs.
- Ability to build trust and strong relationships with students, families, and community partners.
- Ability to diffuse conflict and navigate sensitive situations with professionalism and care.
- Ability to organize and manage multiple priorities with minimal supervision.
- Proficiency with technology and ability to learn new data and reporting systems quickly.
- Ability to solve practical problems and deal with a variety of situations where only limited standardization exists.
Working Conditions
- Year-round, full-time position with flexible scheduling based on student and family needs.
- Work occurs in schools, district offices, and community settings and outdoors in all weather conditions.
